The government and the IOM clearly state that vaccines can cause harm. The IOM states: "No vaccine is perfectly safe or effective, and vaccines may lead to serious adverse effects in some instances." Its committee concluded that the evidence either favors or establishes causation between vaccines and adverse events [in certain specific types of vaccine]. The government acknowledges that other vaccine-induced injuries may occur, but the onus is then on the vaccinee to prove that the vaccine caused the condition.
